Bucket three in The No-Read. A cast member who knows the standard, has the bandwidth to meet it, and chooses not to. Indifference as a chosen state, not a survey finding. Distinguished from No Bandwidth by capacity — the cast member can perform, they decline to. Distinguished from No Knowledge by awareness — the cast member knows what’s required. The operator move is termination. Soft frames such as consulting-firm engagement instruments or culture-survey diagnostics attempt to dissolve this bucket into something fixable, and fail, because commitment is offered, not generated.

Explanation

The line “commitment is offered, not generated” is the whole argument against the softer alternatives compressed into five words. An engagement survey or a coaching conversation might reveal that a cast member is checked out, but neither of those tools can manufacture commitment inside someone who has already chosen to withhold it. Treating this bucket as a coaching opportunity misdiagnoses a choice as a deficiency, and no amount of skillful coaching fixes a choice the other person hasn’t made.

This is also the bucket operators most often try to avoid calling correctly, because termination feels harsher than continuing to “work with” someone. But misclassifying [No Commitment] as [No Bandwidth] or as a training gap doesn’t make the underlying reality kinder — it just delays the operator’s own necessary action while the withheld effort continues costing the operation. The framework’s insistence on recognizing indifference as a genuine, real category — not a misdiagnosis to be coached away — is precisely what makes the three-bucket read useful instead of an exercise in finding reasons not to act.
