Authority is granted by the operator: [Authority To Execute] is the operational reach the role needs to actually deliver its responsibilities, not assumed by title but granted by the operator’s act of design. Accountability is possible only when authority matches responsibility — without authority, the role cannot be legitimately held to the outcome.

Explanation

The chain has a strict order, and the order is the whole argument. Responsibility arrives automatically with the role. Authority does not — it has to be deliberately granted, which means an operator can hand out responsibility all day without ever granting the authority that would make holding someone accountable to it fair.
