Explanation

The operator running [Proactive Read] is not waiting for a known or unknown trigger to force the process into motion. He is always looking for the decision that needs to be made before it announces itself — the gap before it becomes a crisis, the opportunity before it packages itself and gets found by someone else, the drift before it trips a lagging metric, the known decision point before the procedural minimum gets mistaken for the actual strategic opportunity sitting inside it.

Naming this as a layer below the rest of the Decision Tree — Layer Minus 1 — is deliberate. It isn’t one more step inside the process; it’s the disposition that determines whether the process ever gets invoked at all in the absence of an external trigger. An operator without [Proactive Read] can run every other discipline in this corpus flawlessly and still only ever apply them after something has already gone wrong, because nothing prompted the process to start any earlier.

This is the direct structural opposite of [Reactive Dangers], and the corpus treats the two as a hard binary rather than a spectrum with a comfortable middle.
